Governor Chet Culver and legislative
Democrats are pushing an agenda that calls for a repeal of the ban
on human cloning (SF
115). The Democrats and Governor Culver support for human
cloning is based on the goal of acquiring transplant materials and
embryonic stem cells for research, but what they don’t acknowledge
is how this change in policy challenges our way of thinking about
the ethics of science. Unfortunately, the Senate passed SF 115 on
Wednesday on a 26-24 vote predominately along party lines, with 4
Democrats joining in with all of the Republicans in opposition to
the bill. Despite what you may have heard there is currently no ban
on embryonic stem cell research in Iowa. The current ban on cloning
simply does not allow for new embryos to be created for research by
cloning. The Iowa Code (§707B.4) states that it is illegal to clone
anything, receive a cloned anything, or participate in cloning
activities such as “somatic cell nuclear transfer”, the technical
name for human cloning. The bill has no concerns with embryonic
stem cell research, it seems the only reason Culver wants to repeal
this bill is his desire to clone human embryos to support a zealous
research agenda. I spoke by telephone to a doctor named Alan Moy who
used to work at the University of Iowa in research. He has since
left the University program and has started his own private business
in Coralville, continuing to do adult stem-cell research and has
assured me revoking the ban on human cloning is a bad

fair. Iowa’s Right to Work law has served Iowa well these past sixty
years and is vitally important to our state’s future. I will oppose
any attempt to repeal Iowa’s Right to Work law.

Public Hearing on HF 324…
Democrats introduced HF 324, the bill which guts
Iowa’s Right to Work law, on a Friday morning when only three
members and no media were present in the chamber. They called a
public hearing at 2:30 and closed the sign-up down at 4:30.
Interestingly Speaker Murphy’s wife belongs to SEIU Local 199. SEIU
Local 199 faxed a list of 50 members who wanted to speak at the
public hearing. It is extremely disappointing that the House
Democrats rigged the public hearing so supporters of the so-called
“fair share” bill would significantly outnumber opponents.
David Yepsen of the Des Moines Register noted
in his column on Jan. 30 that, “…lawyers and others trying to craft
the legislation to enact it are discovering that they can't do it
without gutting part of the right-to-work law.
Iowa cannot afford to lose its Right to Work status,
it is one of the best economic development tools we have going for
us.

been referred to as Fair Share has been pulled from the calendar
today. The bill is not dead for the year, but the votes are just
not there to pass the bill today.
This is a big
victory, but the fight is not over. We must stand our ground and
not let down our guard.
It may be back
before the year is over.

Repealing
Iowa’s English Law?
HSB 108 has been filed to repeal Iowa’s English Language
Reaffirmation Act. The stated purpose of the law is to encourage
every citizen of this state to become more proficient in the English
language, thereby facilitating participation in the economic,
political, and cultural activities of this state and of the United
States. One misconception is that there are no exceptions to Iowa’s
English Language law. However, there are a number of exceptions.
Since the
passage of the bill in 2002, there have been two unsuccessful
attempts to repeal this law. However, this year the controversial
legislation appears to be moving forward and Governor Culver has
said he supports the repeal of Iowa’s English Language Reaffirmation
Act.......................
Right-to-Work
I have recently
mentioned that this issue was something being discussed. The Iowa
House Democrats introduced
House File 324 on February 9th which could overturn
Iowa’s 60-year old Right-to-Work status. This issue is not about
whether it is right or wrong to be a union member. It is about
whether people should have the choice to join or not to join
a union at their work place.
If adopted, non-union member employees would be required to pay fees of
what is deemed as a “fair share fee” to a union organization.
Nationally, non-members pay an average of approximately 85% of the
dues paid by the union members in non Right-to-Work states. If
adopted, a labor union would be allowed to enter into an agreement
with an employer as a condition of continued employment. It would
also “require” employees, if the union is certified to represent
them, to become a member of the labor union or to pay a fair share
fee. These newly collected fees would total about $19 million
if this legislation is enacted. This legislation would be
devastating for Iowa, especially for northwest Iowa as South Dakota
and Nebraska are Right-To-Work states. All Republicans stand
united in our fight to prevent this from happening.

Repeal Iowa’s Ban
on Human Cloning Passed Senate
The fight over
Iowa’s
ban on human cloning began last week in the Senate. Senate File 162
is cleverly called the “Iowa Stem Cell Research and Cures
Initiative,” and it will lift Iowa’s five-year ban on human
cloning.
The bill strikes
Iowa’s current prohibition on reproductive and therapeutic cloning,
and establishes a new Code chapter dealing with the subject.
This new chapter will ban reproductive cloning yet will allow
therapeutic cloning. Therefore, it seeks to promote human cloning
for research purposes. The only way for scientists to take the stem
cells from therapeutic cloning is to kill the embryo and therefore
end the life for scientific purposes only.
The stated purpose
of the new Code Chapter 707C would be, “to ensure that Iowa
patients have access to stem cell therapies and cures and that Iowa
researchers may conduct stem cell research and develop therapies and
cures in the state, and to prohibit human reproductive cloning.”
By eliminating
references to therapeutic cloning, the embryonic stem cell method of
creating a Human cloned embryo and removing the stem cells, thus
destroying the embryo, would be legal.
I will oppose all
efforts to lift the ban on human cloning.

Friends, This is a hard newsletter to send out because it saddens
me so much to say that the Cloning bill passed the House last night
around 9:30 p.m.
I will be having a full update on the tobacco tax as soon as it
is brought to the floor of the House, which should not take long.
The tax Hike which is the biggest in 10 or more years passed out of
the House Ways and Means committee on Wednesday night around 10:45
p.m. It passed by one vote. 13 aye's 12 nay's. I voted no.
There will be a legislative coffee on Saturday at the Logan
Community center at 10:00 a.m. All are welcome to attend. Also the
Senate Transportation Committee will be in Missouri Valley at the
Rand Center on Friday March 2nd, at 12:30 to discuss the road
systems in Iowa and answer your questions. I will be in attendance
and I believe that Senator Seymour will be there also.
